The only easy way is to give it a good clear coat or chrome plate it. Of course chrome plating it will mean it looks like chrome rather than polished steel. Keeping raw steel from rusting on something meant to be used outdoors is going to be tough and would need constant, possibly almost near daily care depending where you live.
